Information:

Sikorsky lent the U.S. Coast Guard a single S-39 amphibian so the service could conduct an aerial patrol of the International Yacht Race, beginning 13 September 1930, off Newport, RI.  

The Coast Guard later acquired a S-39 for permanent service in 1934 when it received 15 miscellaneous aircraft confiscated by U.S. Customs from smugglers.
