Ms. Jennifer Sinclair assumed the duties of Director, Force Readiness Command (FORCECOM) in June 2025, and concurrently serves as the U.S. Coast Guard’s Chief Learning Officer (CLO) since September 2023. She is responsible for 90 subordinate units in 41 states impacting every Coast Guard mission to deliver mission-ready forces by providing superior performance-based training, career development, education, leader development, readiness assessments, and recruiting the next generation of Coast Guard men and women.
Prior to her appointment to the Senior Executive Service, she served as a Principal for Workforce Strategy at the MITRE Corporation, a not-for-profit company dedicated to solving problems for a safer world through public-private partnerships and federally funded research and development centers.
Ms. Sinclair served as an active duty Coast Guard officer for 26 years. Her military assignments include Lead, Personnel Readiness Task Force; Chief, Officer Personnel Management division; and Director, Performance Technology Center. In her final role on active duty, she served as the Executive Assistant to the Deputy Commandant for Mission Support (DCMS), supporting senior executives through the creation of strategy and readiness policies while managing resources for the entire DCMS enterprise of 17,000 members. She also led the 27th Commandant’s Transition Team and served as the deputy of the Commandant’s Action Plan Execution Team.
Originally from Wayne, Michigan, Ms. Sinclair is a 1997 graduate of the Coast Guard Academy, and she holds a Master of Science degree in Instructional and Performance Technology from Boise State University and a Master of Art degree in Educational Leadership from Touro College. She is an International Society for Performance Improvement (ISPI) Certified Performance Technologist, and a Society for Human Resource Management (SHRM) Senior Certified Practitioner.
