As the inaugural Chief of CG-RAPTOR—the Coast Guard’s rapid response and prototyping office—Captain Brick leads the Service’s efforts to deliver operational advantages at the speed of its highest priorities. Under his vision, RAPTOR unites cross-disciplinary teams, accelerates innovation cycles, and transforms frontline insights into war-fighting capabilities, consistently converting challenges into solutions within weeks. Charged with advancing readiness across all missions, Captain Brick fosters a culture of agility, bold thinking, and measurable results to safeguard the nation and empower the workforce.
Previously, as Commanding Officer of Base Boston and Base Galveston, Captain Brick led teams of over 700 personnel, delivering mission-critical services across the Northeast and Gulf Coast. He set new standards for agility and effectiveness, implementing the Procurement Requisition Expedited Service System (PRESS) to streamline purchasing, launching the Family Assessment Support Tool (FAST) for contingency support, and instituting Service Level Standards (SLS) to drive enterprise performance through data-driven decision-making.
At Coast Guard Headquarters, Captain Brick served as Organizational Change Management Lead, modernizing Finance and Procurement systems and introducing the CG Common Core platform to oversee $13B in transactions and enabling rapid contingency response.
With seven years of sea service—including command of USCGC DRUMMOND and deck watch officer assignments aboard USCGC RUSH, JARVIS, FORWARD, STORIS, and MOHAWK—Captain Brick led high-profile law enforcement missions, international partnerships, and counter-narcotic operations resulting in the seizure of over 84,500 pounds of cocaine.
His staff assignments have spanned Operations, Interagency Engagement, and Resource Management, including roles as Budget Officer, Alien Migrant Interdiction and Counter Drug Officer, and Major Cutter and Patrol Boat Scheduler for the Southeast District. As Lead Interagency Coordinator, he established a landmark agreement with the Department of State, providing Coast Guard units with critical support from 280 U.S. embassies and consulates worldwide.
Captain Brick holds a B.S. in Management from the U.S. Coast Guard Academy, an MBA in Finance from the University of Miami, and a certificate in AI & Defense Technology from MIT Sloan Executive Education. He is a recognized leader in organizational transformation and defense innovation, holding five Meritorious Service Medals, four Coast Guard Commendation Medals, six DHS & CG Chief Financial Officer Awards for Excellence, the American Society for Military Comptrollers Meritorious Award, and six DHS & CG CAPT Niels P. Thomsen Innovation Awards. He has earned the Permanent Cutterman Insignia and is the Coast Guard’s first Honorary Chief Warrant Officer.
