"Commerce Ruled in the 'Old Guard.'

An article written by noted Coast Guard veteran and Coast Guard history scholar GMCM William R. Wells, II, USCG (Ret.) discussing the origins of the Revenue Cutter Service's search and rescue mission as practiced in the 19th century. Recovering costs was an important part of this early mission history. It was published in the Commandant's Bulletin (Vol. 4-84).
