Unknown - USCG African American trailblazing senior enlisted personnel. According to MCPOCG Vince Patton, Jr., USCG (Ret.) - "The eight African American chiefs who were stationed at CGHQ around Sept, 1984. The chiefs were, QMCM John Martin, SSCM Robert Bonnette, PACS Russell Davis, YNCS Cephus Sutton, SKC Cammie Massey, YNC Willette Graham, YNC Vincent Patton and YNC Willandas Suber. . . .It was considered quite rare back then that there were so many black CPOs stationed in one place at the same time in the Coast Guard. There's quite a few 'firsts' in that picture. QMCM Martin who's the first person on the left was the first black to achieve Master Chief Quartermaster. He made QMCM in 1981 (I don't recall the actual date). Also, PACS Russell Davis (3rd from left) became the first black to achieve PACS in 1984, YNC Sutton (4th from left) became the first black to make YNCM in 1988, and of course yours truly becoming the first black to make MCPOCG in 1998."
