1994 "Streamlining" & Reducing the Workforce

An article describing ADM William Kime's "Streamlining" initiative. Article entitled: "Reducing the Work Force -- In an age of shrinking budgets the CG works to live within its means." Published in Commandant's Bulletin, Issue 5-94 (May, 1994), pp. 2-5. Also included is an article entitled "Coast Guard Quality -- 1994" describing the service's use of TQM practices.
